hope this will help. there are small fix that i think might help, i am not 3d modeler expert but i try my best.
1. this area needs a bit more cuts because of all the different facial expressions your character will have. it is very important to keep this areas with quad faces. obviously i m sure you know, tri faces will pinch and have weird fx. but if you must, try and hide it somewhere or place it where it will not move.
2. for animations purpose, i found that it animates better like that, just imagine your character wearing underpants and kinda follow that. i can't really see that feet, but looks pretty good so far.
3. should relax the arm a bit, i found that when i model that way i can't tell how much cuts to put in the shoulder area (4). a small tip, i found that modeling the arm down the side of the tarso and get all the perportions correct first then rotating it to the side helps with my proportions more. every time i go directly to the T post with out first measuring the arm by placing on the side first, it always end up too short. when i rotate the arm down to the side. the finger should be relax slightly. (relaxing stuff will let you see where more cuts are needed.) your thumb look exactly like the way i used to do. it should look more like picture 3.5. ( i am more then happy to show you my wire frame of my hand model if you like to see it ) This was all told to me by Crytek art director. just so i don't sound like i m just making stuff up:)
4. i m not sure what sort of movement he will be doing. but i would go ahead and add a few extra cuts in the shoulder area. i m not sure how 5+ sided poly deforms but its best to keep it all in quads.usually do a quick rig and you ll see what part of the body needs more details.
well, I m not sure how much you know as far as modeling goes, hope i don't sound like arrogance bastard.
I have more to say about the other pic but wont get to it till tomorrow sometime ,i can't stand typing on this midget keyboard ( fat fingers sydrome) the internet connections here sucks ...stuff too. but check back tomorrow night

Thanks ALOT chatree!!! I appreciate all of the suggestions so far! I think you nailed it with the face and pelvis area. THose need to be reworked the eay you laid out.

As far as the shoulder area goes its actually working out so far. Ialways test-rig my models as i build them and so far the shoulder deformation is looking very nice. Ive also found throughout modeling various characters that 5 siders work nicely at bends. Ive heard people say to avoid them but i always try to put them in near the armpit. The bend always comes out so clean.

Im a little confused about what you think i need to do for the thumb area. Is it the angle at which i modeled it?
